Understanding India’s Import Duty Structure

When you import goods from China to India, you pay multiple layers of taxes and duties. Understanding this structure is critical because it directly impacts your landed cost and ultimately your profit margin. The total import cost consists of four main components:

  1. Basic Customs Duty (BCD) — The primary duty charged on the assessable value of goods
  2. Social Welfare Surcharge (SWS) — 10% of the BCD amount
  3. Integrated GST (IGST) — Applied on (Assessable Value + BCD + SWS)
  4. Compensation Cess — Additional cess on certain luxury/sin goods (not applicable for most products)

Landed Cost Calculation — Worked Example

Let’s calculate the total landed cost for importing wireless earbuds from China:

Given:

  • FOB Price (China): $3.00/unit (₹252 at ₹84/USD)
  • Quantity: 1,000 units
  • Shipping (sea freight, shared container): ₹15,000 total
  • Insurance: ₹3,000
  • HS Code: 8518 (BCD: 15%, IGST: 18%)

Step 1: Calculate Assessable Value

  • Total FOB: 1,000 × ₹252 = ₹2,52,000
  • Shipping: ₹15,000
  • Insurance: ₹3,000
  • Assessable Value = ₹2,70,000

Step 2: Calculate Basic Customs Duty

  • BCD = 15% × ₹2,70,000 = ₹40,500

Step 3: Calculate Social Welfare Surcharge

  • SWS = 10% × ₹40,500 = ₹4,050

Step 4: Calculate IGST

  • IGST Base = ₹2,70,000 + ₹40,500 + ₹4,050 = ₹3,14,550
  • IGST = 18% × ₹3,14,550 = ₹56,619

Step 5: Total Landed Cost

  • FOB: ₹2,52,000
  • Shipping + Insurance: ₹18,000
  • BCD: ₹40,500

Note: IGST paid at customs is available as Input Tax Credit (ITC) if you’re a registered GST dealer. This effectively reduces your cost by the IGST amount when you sell the product.

Key Rules for Indian Importers

Import Export Code (IEC)

You must have an IEC from DGFT to import any goods commercially into India. The application is online and typically approved within 3-5 working days. Cost: ₹500.

GST Registration

To claim ITC on IGST paid at customs, you must be GST registered. This is mandatory for any business with annual turnover above ₹40 lakhs (₹20 lakhs for services).

Anti-Dumping Duties

India imposes anti-dumping duties on certain Chinese products where Chinese manufacturers are found to be dumping goods below fair market value. This is an additional duty over and above the normal BCD. Common categories include steel products, chemicals, and certain textiles.

Quality Control Orders (QCOs)

Many product categories now require BIS (Bureau of Indian Standards) certification before they can be imported. Products requiring BIS include electronics, toys, helmets, and certain consumer goods. Check the latest QCO list before sourcing.
